Win-Li Toh

Experience:

  • Appointed Actuary to two general insurers. Advice includes provision of the statutory Insurance Liability Valuation Report and Financial Condition Report, roll-forward templates for liability reserves, performance monitoring, and the structure of reinsurance arrangements;
  • Leading an initiative in occupational health and safety audits for employers. This formed part of a workers' compensation premium discount scheme introduced by the NSW government, and involved managing a diverse team to do the various audits, design and roll-out of the marketing, budget planning and pricing, setting up of audit tools and databases;
  • Managing many actuarial projects involving analysis of claims for reserving and pricing in insurance. This also included building up monitoring frameworks to identify trends/early performance indicators for jurisdictions in a time of legislative change;
  • Giving policy advice on workers' compensation schemes. This work included overseas research into different compensation systems and structures and their applicability to the local environment, as well as occupational health and safety and service delivery models. Win-Li has written a paper on "Workers' Compensation - the Best Policy?" which formed part of the Government Standing Committee's review of Workers' Compensation in NSW.
